appointments of Chief Inspector, Chief Detective Inspector and Inspector in charge of the Water Police with of course the reser- vation I made above. And that promotion to 2nd. and 1st. Class

should be considered as increments due to length of service.

nothing is lost as you still have your good men in their own

place. As to placing certain Inspector in charge of certain Dis-

tricts I quite agree that the most suitable should as far as

possible be posted to each.

Inspector McNab was sent to the Western

District when he returned from leave. This saved any other trans-

fers. He was a senior so I naturally considered him qualified and

he had had previous experience in the District as a Sergeant.

Their pay is not re-imbursed to the Police

Department but is credited to Revenue, so I could not fill up

their places on the Detective Staff.

This should be corrected. Personally I do

not see why we should supply Police and Detectives. Private Firas

could engage watchmen; we could assist if Indians were required

and the Registrar-General if Chinese.

It is different with Government Departments,

The Government does not get an equivalent

from Private Firms when Pension, training etc., are considered.

The District Watchmen's Committee have

promised to engage men for this and pay their expenses. They will

report to the Chief Detective Inspector.
